Looks like a bet. This is a decent sized pot worth getting aggressive over. Betting may fold everyone (unlikely), may fold people holding an 8 or 9, or redraw type hands if you make your straight (109, suited cards), and may get you a free card next round, though you should not necessarily take it.

Yikes! I don't raise this preflop, but since you did, I think you have to follow that up with a semi-bluff bet when checked to on this flop.
You should expect to be check-raised by the guy holding 44, which you can call with your gutshot. |

You can bet this flop for a couple reasons. It is quite raggy (coordinated, but with smaller cards). You raised PF because you wanted to take control, so go ahead and take control.
I think this is textbook semi-bluff with overcards and gutshot straight draw. If you do hit your straight, no one will uspect it, and you may get a lot of action. Without the straight draw or if there were overs, I would check the flop. Does this sound bad? |

I would say take the free card right now. If there's a chance you may win the pot right here, then bet. If there's a chance you may buy the pot on the turn if you bet now, then betting might be right. But given that they're loose passive, they probably like their hand enough to call your bet. Perhaps you can induce one to fold, but that's not enough IMO. By checking here, this round is guaranteed to be +EV (unless you're drawing dead). If you bet, get called and the turn makes someone a hand and that person will throw in a "donkbet" (which is quite common with passives, who don't like their hand enough to c/r). If that happens, your bet is -EV. <edit> If you would have a bdfld, betting would be fine since you probably would have had odds to call a bet.
