In games where the max buy in is less than $10000, there is no reason cash should play. CTR (cash transaction reporting) only comes into play when doing single, or multiple buy-ins exceeding $10,000. This whole situation, to me, sounded like an angle shoot for the player throwing the wad of cash in... I don't care what the $ amount was...I would have stopped the game at that point, made sure nobody else but the player who threw in the wad of cash would say anything, and get some sort of verbal commitment out of the player. Most likely, however, if the money was in a wad held together with a clip or rubberband, I would have treated it as a call... If the bills were seperated when they were thrown in, I would have immediately wanted some kind of verbal commitment...
