I've gotta say, I don't see too big of a problem with the dealer telling the newbie player this.
This is a measure preventative of potential future problems at the table. I know what all the old veterans will say about dealers keeping their damn mouths shut except to say "your action sir" to a slow player and "thank you sir" when they get a toke, but this is probably low-limit, 2/4 social hour, when this type of thing is going to be taught to him eventually. |

I don't bring it up beforehand.
When I'm in a chop situation, I look at the other opponent and say, "Chop?" If they agree, we chop. If they say "No." or "I don't chop." I say, "Raise." |

I always chop. But if I have a potential Jack Pot hand, I will ask them if they have one with the intent of playing/checking down to the river. If they don't then it's a chop.
I agree either always chop or never chop. The "chop when convenient but if I have a hand I'll play at you" person is scummy. |
