Even if a generally passive opponnent wanted to take a stand with a bluff they are usually not going to be doing it against somebody they have only been playing 3 orbits against. A passive opponent has to be given a very strong reason to think they can bluff somebody who has shown strength throughout the entire hand. Like a recently previous hand where you folded to a river raise.
You claim to not have many hands with him so I'd think he probably has no reason to think a bluff raise will work.
Hence I prefer bet/fold
