I would define that as "collusion" rather than softplaying. In my experience (Vegas casinos), there is very little enforcement of rules against either until you hit the 10-20 level and/or another player complains. In fact, in the 6-12 game at the Mirage, I've seen friend #2 re-raise friend #1's UTG raise to force out other players pre-flop, then both proceed to check it down. At showdown #1 showed AJo, #2 showed 89s. Good play? Probably not. Collusion? Hard to tell. Of course, if I was one of the blinds I would be a little annoyed.
