In my experience, Pacific Poker has the best variety of micro-limit games and tournaments. Pacific has SNG's starting at $2.50 and mult-table tourneys starting at $1. They also have the best micro ring games ($.05/.10, .10/.20, .25/.50). Plus Pacific allows a minimum deposit of $20 (most places it's $50).
That's how I started out, with a $20 deposit and playing at the $.05/.10 and worked my way up. I think that's the best way for a beginner to gain experience without risking too much money. I've now worked my bankroll up (over several months) to play at the $5/10 level. Right now UB is a good option. The lowest is 5+0.50, but they are giving half of this back in bonus money.
So, if you can clean bonus well, this is like paying half only. |

Any of the prima poker sites have SNG's starting at .75 +.25. They also have 1 + .20 heads up and 2 + .50 SNG's.

Absolute Poker SNG's start at .50/.10 on up. The rake for each is only 1% of the buyin, except in some of the upper limit games. Tables have 9 players for hold'em instead of ten like some other sites.
