Dealing twice...

Being relatively new to No-Limit/Pot-Limit, I read Bob Ciaffone's rules for the format here, and came across this notation (Section 14, Paragraph 14):

I'm quite unfamiliar with the practice of Dealing Twice... What does it entail, exactly; and, why would this be done (or desirable)? [img]/images/graemlins/confused.gif[/img] I assume this sort of thing is not permitted in the majority of public cardrooms?

Later on in the Glossary of the same document, is this slightly more detailed explanation:

Is the pot mentioned here a side-pot or the main pot? Who proposes this, who agrees, and why?

Does anybody take the idea of dealing it twice farther and just chop the pot according to EV? It would be like dealing it a million times (but of course you'd use twodimes.net or another EV calculator instead of actually dealing it out).

For example, if you get all-in with AA against KK preflop, there's no flop - you get 81% of the pot and other guy gets 19%. I mentioned the idea to a couple buddies and was swiftly shot down.

I believe that Hellmuth talks about it (dealing it twice) in his book when discussing Omaha. He talks about Farha in the hand.

If one player in Omaha has a flush draw and a set and the other player has a made straight with no redraws and they are all in on the turn, then they might agree to deal the river card twice, with half the pot at stack each time.
If I was playing for a $60000 pot, I would sure want the luck factor reduced by just a little by dealing it twice.
