Default Two 9-9 hands

Paradise 15+0
blinds 75/150
I have 4300 in chips
I am dealt 9-9 EP
5 limpers,Button(3800) bets 1200
Here I figured I was up against a big pair or A-K and didnt think I was getting proper odds to call so I folded, turns out the raiser had Q-Q.Can I make that call in early postion with 9-9?
Second hand
everything is the same as the first except the blinds are 100/200
I am dealt 9-9 in the BB
MP (3900)(no read on him) moves all in, here I folded and cringed when I saw he had just 8-8, was this a call here?

With the first 99 you can't cold for more than 25% of your stack, you either fold or move all in if you think its a steal and the guy will lay it down.

With the second 99 I'd fold too, the move in by the MP player is just a horrible play though.
