Default A great river value raise

So I was down in San Diego for New Year's and played a session at Ocean's 11. Graveyard shift. Good room, low rake, decent food, unbelievable game. Here's one hand that took place at my table.

The game is 20-40. Flop came T52 rainbow. I wasn't really paying attention during the flop action, there may have been a bet or it may have been checked around. On the turn, though, another ten, this semi-maniac guy who likes bluffing bet and was called by a not very good player. My impression was that the caller was somewhat new to these stakes. The river was another five, for a board of TT552 (the cards may have come in the opposite order, first a five, then a ten, but this isn't really relevant). The semi-maniac bet the river and now the other guy raised. The semi-maniac called after just a brief pause and the other dude tabled A3. His hand was good.
