So you are saying that if Player 1 acts, Player 2, who bet out of turn, is not bound by his out-of-turn bet and is free to act anyway he chooses. IF Player 1 checks, then Player 2 is bound by his out-of-turn bet, and all players acting after Player 2 must decide how to act knowing that Player 1, who checked knowing Player 2's bet would stand, may now be subject to a check raise.

Is that correct?

That is the most common way it is ruled.
