I agree that Jeff Buckley does the best cover of Leonard Cohen's "Hallelujah"; but as far as a best album cover...?

To the OP,

Just about any album cover done by Hipgnosis.

If you are an SNL fan, you can pick up one of Phil Hartman's album covers, like this one. The one he did for Poco's "Legend" is cool, too.
