Quick Pre Flop Question #3. 2s utg and bb= 1/10 of my stack

2s and I'm utg. Blinds are not idiots but bb likes to gamble a bit. Moderate table tightness. BB is 1/10 of my stack. Since the average player will have a pokt pair only 1 in 17 times, this is a push here right? Even up to maybe 1/15 the BB because you will win sometimes outright, and lose some win some to everything else. I figure it shouldn't be with 1/20 because you may be worth more then even money at that point to call and set farm instead in many situations? So in a tight game with 20x you should push? Loose passivish game call? 20x+ and tight fold? How is my reasoning on this. Thanks.
