Probably not. But maybe you can deposit your true amount via neteller account A, then deposit $10 via neteller account B, and then withdraw everything to neteller account B on some sites. Just brainstorming.

I sure hope not. If someone hacked your account they could just withdraw it all to their Neteller, and not have to worry about chip dumping.
