It doesn't mean YOU need to contribute a penny. It means that your share of the contributed rake must be at least a penny. In other words, if you're playing low-stakes no-limit, and the rake is $.08, and there are ten players dealt in, your share is onlye .008, which is less than one penny, it doesn't count towards your raked hands.
