Default 10 tables on party?

Barry Shulman at CardPlayer writes that you can play 10 games at PartyPoker. When I try to open my fifth it complains that I can't more than 4 tables. What gives?

Ok, I've been playing on Multipoker for a long while and haven't got any money on my party account right now. I do have an account though so I'm logged in, but have no money. So you are saying that if I deposit they will allow me to open more tables?
