Default 2 pair on dangerous board, how\'d i play this?

UTG+1 is somewhat passive from what i can tell, button plays about 40% of his hands, and calls to the end regularly

Preflop: Hero is CO with 9[img]/images/graemlins/spade.gif[/img], 8[img]/images/graemlins/spade.gif[/img].
<font color="#666666">1 folds</font>, UTG+1 calls, <font color="#666666">3 folds</font>, Hero calls, Button calls, SB completes, BB checks.

Flop: (5.00 SB) 9[img]/images/graemlins/heart.gif[/img], J[img]/images/graemlins/heart.gif[/img], 8[img]/images/graemlins/club.gif[/img] <font color="#0000FF">(5 players)</font>
SB checks, BB checks, <font color="#CC3333">UTG+1 bets</font>, Hero calls, Button calls, SB folds, BB folds.

I figured I was probably best here, but very vulnerable with the flush draw and straight out there. I thought calling here and raising the turn on a blank might be a better play here...

Obviously a great card, and a good result that both the blinds folded the flop.

Bet here into a calling station?

If he's that passive a player, it might be worth the bet for the times he could have QJ or AT, or a passively played JT. Bet/fold is likely the best line here.

Raise the flop. Waiting for the turn doesn't apply when you can protect now, the perfect thing happened, a bet came from your right, take advantage of it. River is an easy bet. I'll fold this preflop.

yes value bet this river all day long against most ppl online.
