I really hate how I played this

The CO has your generic 2+2 27/18 stats, seems pretty solid and hasn't gotten out of line.

The SB is a complete donk and loves to donk bet with any two cards.

The BB is regular 10/20 Lag, around 32/20

I don't know why I didn't raise the flop and think it's a terrible play of not raising there. My main question is the river play.

Looks okay to me. I kinda like the flop call. If CO raises he almost certainly has an overpair and you can checkraise the field on the turn. If he doesn't then you'd rather have him hang around with high cards anyway.
