Why are you putting him on 2pr or a set just because he capped the flop? He could have a straight or flush draw. Given that he has position, he could have capped for a free card on the turn. I think I call the turn, given your outs against 2pr, and check/call the river for the 10% of the time he was on a straight draw or a weaker ace. If I had some stats to tell me he is passive, I would check/fold the river UI.
