Yeah, I can't really tell if those tiers are based strictly on the first 2 weeks, or if it's a predictor of things to come.
Either way it's inconsistent - it just seems like a random mesh of both.

It's basically each team's respective chances of winning the Super Bowl. Not exactly, but if it had to be boiled down, that's it. Which explains the combination of past results, future handicapping you noted. Each tier is in no order, but the gap between tiers is where I feel there's a somewhat significant dropoff between the worst team in the higher tier and the best team in the lower tier. Of course it's somewhat arbitrary, how else can it be done.
