Your first idea is interesting. However, if big stacks really are worth more than the chips by themselves, then this means that they stand to lose more than chip EV suggests by calling, and so they should be more bullyable by medium stacks, which makes the medium stacks worth more. So I'm not entirely sure I agree, or at least I think it's complicated.
