Default low 2 pair on 4flush board 10/20

Party Poker 10/20 Hold'em (6 max, 5 handed) converter

Preflop: Hero is BB with J[img]/images/graemlins/diamond.gif[/img], 7[img]/images/graemlins/heart.gif[/img].
UTG calls, <font color="#666666">1 fold</font>, Button calls, <font color="#666666">1 fold</font>, Hero checks.

Flop: (3.50 SB) 7[img]/images/graemlins/spade.gif[/img], T[img]/images/graemlins/spade.gif[/img], J[img]/images/graemlins/spade.gif[/img] <font color="#0000FF">(3 players)</font>
<font color="#CC3333">Hero bets</font>, UTG calls, Button calls.

Turn: (3.25 BB) Q[img]/images/graemlins/diamond.gif[/img] <font color="#0000FF">(3 players)</font>

Am I correct in thinking that he will either raise the turn with an improved 2 pair a flush or a As/Ks.

Worse hands would raise the flop for protection so I should fold the river here.
