Default KK hand, weak tight or easy fold?

Villian in this hand is 19.21/4.13/.79 out of 229 hands. I played this hand awful. For starters, I definately should have re-raised pre-flop at LEAST to 4X his raise ($2.8) because 3x his raise + the caller. I'm not sure what that little re-raise was supposed to represent. On the flop, the check is awful. I definately should have bet out but I feared a KK, QQ and I wanted to see where i was at. If I had bet, I would probably see where I was at better than a check. On the turn, I lead out a little probe. His minraise represented great strength in my head, and I think he has either a set or a straight. How much would you raise pre-flop, and how would you have played out the hand? Lead the flop, fold to a big raise or minraise? If called, what's the plan on the turn? I feel like if he flat-called my flop bet, I would half-pot the turn and see what goes on from there. If he does a huge-reraise or push, I think I would fold. If he calls again, i check the river and call a small bet?

It was the texture of the board that made me fold. It puts 4 to a straight and the pre-flop play to post flop play seems to telegraph a set.

Put in another sizeable re-raise pre-flop after he donks you up that mini-raise (after just CALLING UTG's 7xBB raise).

Pot the flop. Re-evaluate turn.
