In the U.S. the guys decendents would likely bring a lawsuit claiming excessive force and I'm not kidding. Don't know what is likely to happen in Great Britain.

Not when they suspect that the criminal in question is heading into a crowd in order to detonate a bomb.

Yes but it was in the middle of London and they thought wrongly, that he was armed up as a suicide bomber.

No doubt they do, but I don't think they have anyway of taking them down that insures that they can't trigger a bomb first. Of course, if an actual terrorist has a bomb rigged with a "dead man" switch, shooting him is not a good idea.

Heard a report on the radio today that the guy's family is threatening legal action.

They wouldn't have a case in any country, assuming the police had some information on which to base their suspicions. (Since they were surveilling his residence, I assume they did.) Therefore, the police were within their rights to detain him by force. To argue that lethal force was unreasonable in the situation is ludicrous.

No case.

No one is making such a claim as far as I can see, your implied suggestion that wearing a padded coat and being frightened is a capital crime is also a little far fetched.
