Party 25, competent BB minraises preflop... huh???

A guy in MP limps and I limp on the button. SB completes and the BB minraises.

BB's a competent player who knows that a minraise isn't gonna narrow the field. What's the point here? To take the "betting impetus" from weaker players acting behind him? I don't get it.
