Default Raising loose limpers in LP

I need to get my PFR up (14.5)

When you have one of those raise/fold hands e.g. A7o in CO or button, and the lone limper has 50+ VPIP, is this an auto-raise? What about a less dominating hand like J9o?

I'd raise A70 there, and probably limp J9o (although I'd fold/raise it too) depending on the blinds, whether or not I have the button already, and how I have acted at the table in my previous few orbits.

A7o j9o both go in the muck from the cutoff. On some occasions I might play A7o or j9o from the button but I would only raise if blinds are tight.
