Default Fear the river?

Villain calls with any two suited cards, including but not limited to junk like 93, behind a raise no less. Not a very solid player at all by my estimation. Should I have raised for value on the river in this spot? I feared the flush / higher kicker:

PokerStars 2/4 Hold'em (10 handed) converter

Preflop: Hero is BB with 9[img]/images/graemlins/club.gif[/img], T[img]/images/graemlins/diamond.gif[/img].

Turn: (7 BB) 9[img]/images/graemlins/spade.gif[/img] (4 players)

Final Pot: 16 BB

I think this is fine.

When Villain makes this raise after all that cold-calling, I hope he just caught a king or is now springing to life and making a value-raise with his QQ or has some marginal hand and figures the river card is a good scare card.

I fear the worst, though.

Edit (just to clarify): What I mean by "I think this is fine" is that I like just calling the river raise. I would not 3-bet.

I don't like the river play at all. After he cold calls you twice, I think check/call is the only way to go here.

Play looks very consistent with a club draw. Probably marginal to 3bet hoping he has Kx, but if capped, you're looking at super -EV, so I would call.

EDIT: I disagree with check/call. We're missing out on value bets if he's calling with a PP, and even possibly a 5,4, or a weaker 9.

Play is consistent with a flush draw right? That's the thing with poor players, never know what they have... I felt great the whole way until that freaking club hit. I was considering check / calling, but decided to lead instead, felt a little loose today!
