Default Preflop low pair

Without a hand history (I'm at work) I'd like to know in general how much you call for set value on small PPs PreFlop. We both started with ~100 BB's.

I'm dealt 33 in the CO I and called 5xBB raise from MP3, with 2 limps in front of him. Folds back to him, and we get to a flop Heads Up.

I hit the flop for the boat when 322 comes out, and he leads into me. I cold call him, and all the money gets after a J comes on the turn.

Without the 3 on the flop, I fold to his flop bet. With the 3 I stand a good chance to stack him. So what's the max I should call PF on small Pocket pairs?

Guy berated my PF call on this one, just wondering what kind of numbers I should consider when calling PF.
