13% PFR means it's an automatic 3-bet for me. He's going to be raising a lot of hands from UTG that I have a very good chance of beating HU--things like JJ-99, KQs, AJs, etc. The fact that he's a TAG also means that he'll be capable of folding postflop if he's holding TT and the flop comes something like K93. If he caps preflop then it becomes a pretty easy flop fold UI.
