When I was a kid it could mean a variety of things, but I think once you reach the age of about 22 hooking = sex and nothing less, but I could buy getting a full blow job as counting as well. Thus Bill Clinton hooked up with Monica Lewinsky in the oval office.

I think this is probably the case for most people. I voted for "full on making out." This is the minimum qualifier for hooking up.
