I just don't feel right just calling here, folding or reraising would be the better play I think but idk which is best out of those two. Any comments would be much appreciated.

I'd fold here. I'd expect that he has AK at best (for you, not for his hand quality) and with 18 BBs, you'll definitely find a better spot than this.

IMO the raise to 400 suggests he'll call the push very frequently. It seems like he doesn't want someone to just call and almost wants someone to push to face off against his AK/JJ/TT (hands that are tough to play after the flop but are strong to be all in with).

Meh, it happens. Tough situation to be in. He certainly can have worse than AK, but I don't know if he can do this with hands like 88 or 77 or A9 that you really want him to have, and he'll be folding some of those anyway. Certainly raising with 77. Easy raise with 66. Really depends how many bad hands he'll raise with here.
