you're calling him preflop knowing he gets too attached to hands, this is entirely the wrong opponent to semibluff.
you said yourself you think he'll pay off with a weak hand, call the turn, catch your draw and make him do exactly that. |

Preflop call is questionable, but if you had played, flop call was fine. I like a check or your raise here, however, if villian pushes his hands too far, I would be more inclined to call thinking he will pay me off if I hit either of my draws. If I had raised the turn, I most likely would have called the reraise as well or just called his intial bet to see the river pretty cheap hoping I hit and win a big bet on the river. I doubt he would have trips, since you said he had 3-betted a A8 with an A on the board, so that doesn't take any of your outs for the flush, but still possible.
