Granted, UTG isn't a great player. However, whenever someone raises that much preflop and then checks a flop that was pretty hard to miss given the combination of hands they would raise with I get very suspicious. I really hate the push because you're only getting called by better hands (there isn't much of a chance of UTG calling with AQ...but possible I guess). Anyways I've never played those stakes, but I think a flat call is the right move. Also, look for tells from UTG next time. If he's a bad player he should have given off some hint he was going to c/r. If he was checking KK or QQ because the A hit I think that would be pretty easy to tell too.
