Default Preflop exposed card rule question

Roberts rules seems to leave this open for "house" rules (if I interpret correctly). Consider the case of an exposed card being dealt preflop, but before the first player has acted. How do you folks handle this for
(a) cash games
(b) tournaments

If the dealer does it, continue the deal (leaving the exposed card face up and in place), then give the burn card to that player and make the exposed the "new" burn. If two cards are exposed by the dealer it's a misdeal.

If a player does it, it's his own stupid fault.

If there's action and the dealer exposes one I put everything back to, but not including the last burn card into the stub and shuffle it, then continue normally.

I agree but if the cards is exposed on the first or second person dealt it is a misdeal (the blinds). Don't know why exacty thay have that rule but some casinos do it this way also.

Probably because it's fairly quick to recoup and redeal if you expose one of the blind's cards. Plus they're likely the last ones to actually look at their cards.

But that's not a common rule, that's a house-type rule. I haven't personally seen a similar rule in practice.

true. I think it's in robert's rules but I'm not sure.
