Default Is this a reliable tell?

Live 1/2NL in NYC. Player I have seen there often but never seen win makes a large raise on the flop. After he makes his bet and I am thinking he talks to his neighbor acting very uninterested in the hand. Laughing... etc. I took this actually as a sign of streangth from a player who hardly raises ever and folded my two pair.

Is this reliable at a game like this?

That's a pretty standard tell, yes. Is it good enough to fold two pair?

well that combined with how tigt/passive he plays caused me to fold.

Learn how to confirm a tell.

We can't really answer as we weren't playing the guy. What does he show down after this type of act? Is it consistent? Well, then, there's your answer.

btw...it's very dangerous to put that type of tell on everyone. Tells are anything but blanket concepts.

I frequently do this both when bluffing and when I have a good hand. I made my bet, I'm not going to sit and wait for some guy to make his decision while he's staring at me.

Who needs to see the guy talk to his friend? A large raise from someone who "hardly ever raises" is the tell.
