After an UTG raise and an UTG1 3-bet small pocket pairs are turbofolds for me.

As others have said: PF call sucks.
What hasn't been said is that the flop raise also sucks. |

With two early position raisers, you're probably not going to win this without a showdown, which means catching a set or nothing. If you hit your set, you're only going to get the kind of action you want from, if you're lucky, two pair, or if unlucky, a bigger set. If you know one or both of the raisers to be very aggressive post-flop, you might get action from a big pair even when you hit back. With only two players in, and without a specific read (maniacs would be nice in this pot), I don't think this call is profitable.
It's pretty obvious that in this particular hand you didn't get the postflop action you need to make this call profitable. You're getting 5:3 on your pre-flop call, with UTG certain to call the three-bet, so 6:3 or 2:1. You made 3 BB post-flop, or 6 SB, making your total gain on your pre-flop call 12:3 or 4:1. Being purely results oriented, you won't make your set one in five times, so if this hand plays out exactly as is a million times, except that you fold on the flop when you don't make your set, you'll lose money. |

As you did call preflop I think that a better play is to smooth-call the flop and raise the turn.

I was considering that but I wanted to induce action, If there one of the 2 players did have an over pair it would be 3-bet on flop in which I can just call and raise the turn.
My standard play though is as stated. |
