Preflop and flop look good, however I hate the turn check and river plan. My plan would be to bet the turn and plan on folding to a raise. On the river I probably check-call hoping to induce a bluff from TAG as I don't think I'm getting called with a weaker hand by TAG in this spot.

Yeah looking back, I think bet/folding the turn is way better.

What about with no reads? I think that must have been the case at the time...Can you bet/payoff on the turn given the random laggy-ness of the format?

Bet-fold is the best usually, unless villain is able to bluff raise with a flush/str8draw.. You need reads to call the raise. Againt unknown it's a fold.
