Default A couple of quick SB defense questions

Last session there was a guy that seemed to steal-raise suspiciously often whenever I was in the small blind (he was in CO and button folded most of the time). After it was over I saw in PT that his steal-attempts were at 66%.

I'm too tight from SB both limping in and defending, VP$IP from SB 23% and folded SB to steal 91% (BB defense is normal), so I was an easy target. What is the plan to make him stop? 3-bet any ace, any two cards T or higher (maybe K9 too) suited or not and any pocket-pair?
