Yes I do agree with your whole post but I don't think the main concern is to protect your hand here as discussed before you probably have no way to protect it; this is why value betting comes into consideration. And I still think the flop bettor raise wouldn't happen that often so I'd probably check and value raise or raise to protect if the flop bettor doesn't bet (which is unlikely) and a late position bets.
