Default Consolidating tables

Our weekly tournament has exploded in growth the last couple of months or so, and last night we had to start with three tables for the first time (25 players).

What is the best/standard/most equitable way to break down to two tables once we reached 20 players? I won'e even bother saying what we did because it couldn't be correct (although it wasn't really unfair to anyone).

Without something like Tournament Director I usually get A-10 of two different suits, then everyone just draws for cards.

I think he's refering to the breakdown of people at each table. If you started with 24 (assuming 3 tables of 8) then with 20 left you should have three tables: 7 people, 7 people, and 6 people.
