This is actually a very good question you ask. I don't have the right answer but I lean back and forth depending on the circumstances. Just some considerations:

1. How aggressive are the tight players in stealing pots and isolating bad players.

2. Are they tight and aggressive or tight and passive. Can you run them over or outplay them?

3. Are you at a table where you feel the dynamic that the players are content just dividing up the bad players money?

4. How truly awful are the bad players, does it look like they are the kind to play until their money runs out?

I guess this doesn't answer your question but it is the kind of things I consider.

Edit to say of course it also depends on what kind of game you play best. I prefer loose passive multiway pots (I guess who doesn't).

Blind stealing is something I am working to improve. I am very good at isolating weak players.

I guess these are the kind of things you have to analyze about your game.
