i think it's a general thing, but it could just as easily be prince, david bowie, etc. more likely to be them actually because i don't recall elton john doing funny stuff with his hair.

yeah i thought he was bald, but i've never seen funny wigs. "yeah that's his own hair..." would seem to be more of a slam against something obviously extravagant or fake.
