This is dead on. When the board pairs I am less likely to give credit to an opponent for having a third of that card, so I get less scared of it until they give me a reason to be (3-betting, check-raising). Like Greg J says, if a passive opponent is betting they probably aren't fooling with you, but if an aggressive player is their possible range of holdings is much wider.
