I had been sitting at this table for about 1 hour. UTG is a total fish that I have played with many times. He is capable of calling down w/ any pair. SB was weak/tight, and had never raised preflop. I was trying to isolate UTG. Would you raise this preflop? Advice on all streets appreciated.

The best way to isolate is indeed to raise pre-flop. You should be raising pre-flop with this hand in this situation regardless.

Yes, this is an automatic raise regardless of who limped in earlier. It's not player-dependent.
