Hero is probably way ahead here and is just letting SB bet into him. A raise potentially scares him off.

I think you must raise this flop. Assuming you are way ahead is reckless at best and when you are behind you are going to get into some trouble on the river--perhaps not as often in the case of the specific river card that did fall, but especially if you are raising no matter what falls on the river. You need to raise the flop regardless.

What trouble can I get into on the river? Getting 3-bet? I can fold safely if I raise a river blank and get 3-bet, because the villain probably has a very strong hand at that point.

You say "probably", but how sure exactly can you be? Laying down to a 3-bet on the river seems pretty weak, which is why I perfer to raise the flop for information, it allows you to take control of the hand.

Why do you want to "take control" if this guy is betting the flop on a stone bluff even like 15-20% of the time? The typical player will be just taking shots at these kinds of flops with hopes that you fold QQ or whatever.
