Yes and no. They don't charge you when a purchase gets declined.. But... With their fuked up processing policy they put a hold on the attempted funds for 60 days and force you to have the company send them a fax stating that they are not going to collect.

For example. The other day I went to a computer hardware site to get a couple of components. The total bill was $400 and change. I gave them my credit card number and the charge was put thru. Immediately the funds were taken off of the card but the merchant said the charge was declined. The charge came off of the card because epassporte immediately deducts the money from your account even after a failed attempt. So to get my money released I have to have the computer company send them a fax saying that they are not going to complete the charge because they don't accept visa international cards.

It is a real pain in the ass and you eventually get your money back. However I would rather them decline the purchase and charge me a buck rather than hold the whole amount until they get a fax.
