I did what you suggested, and got this error message:

LoadLibrary{"C:\windows\system32\msimg32.dll"} failed. GetLastError returns 0x0000001f.

PlayerView gives you this error, or the reg command I had you run gives you this error?

The reg command. Maybe I should just start from scratch. What directory should I have unzipped the original files to?

Tried it but got the same error message. Is it possible that I should be using the System directory instead of System32? All of my other DLLs are in Windows\System.
