Default TT in the WPF, with a player error

$10k event at the WPF
Level 3 (100/200 blinds)
five seat is big blind, and seems to be changing to a looser and more aggressive gear, but has been playing in a fairly straightforward manner.
nine seat has been extremely loose and passive in the early levels, and has lost half his chips.
i'm in the eight seat, and am at almost exactl 10,000 chips, having both won and lost a few small pots.

I get dealt tens.

utg and utg+1 muck, and the nine seat raises out of turn to 800. I quickly point out that I haven't acted yet, and he pulls his bet back.

I think for a few seconds, and then limp. the nine seat looks baffled, and after a minute of staring at me while most of the table laughs at this situation, he raises to 400. it folds to me, and I call.

Flop: 9xx with a spade draw.
I open for 600, and the nine seat raises to 1500. I fold.
