Default nl tourney, folded to sb, min raise amount?

Hi all

I'm not a big tourney player and someone locally asked me this question (#2) and I'm not sure on, so......

Okay, lets say your blinds in a NL tourney are at 200-400.
Everyone folds to small blind.
Small blind calls for 200 more.

Now 2 different scenarios.

1. The big blind has $300 left he can raise $300 more
all-in, correct?.

2. The big blind has $3000 left, and he is Mr. Passive and wishes to raise.

What is the minimum he can raise?. Can he raise $1 or does he have to raise $400?.

1. Yes, he can go all in with his remaining $300. You can go all in for any amount, either less than or more than the blinds.

2. Mr. Passive has to raise $400, the size of the big blind...less than that would be a waste of chips anyway.
