Philly is a cesspool of corruption, unions, and socialism. They have been damn near bankrupt for decades, there is no way they can afford this. Of course, we couldn't really afford two new sports stadiums either, but that didn't stop anyone...

I belive it is a T-Mobile service not verizon wireless.

Also, this site list many free "hotspots" that don't required you to sign up for T-Mobile hotspot service.
