The problem with this dicision is you can't tell if you are well behind or well ahead. I would tend to cap the flop for this main reason. I want to know if my hand is good or not. If I cap the flop and he bets into me again I slow down because he likely has a set, but the pot is too big to fold here so I'd tend to call the turn IMO, he still could have QJ QT, if he's LAG.
Going back to the hand...This BB play looks an awful lot like a slowplay, could have a fullhouse, but he might also be semi bluffing with a flush draw now, or he could have kings with a smaller kick. Basically you don't know what he has, which is why you should cap the flop. But since you don't know i would tend to cold call here. You want to see a showdown with this hand. You are either well ahead or well behind, which is why I don't like raising the turn here. However if the river is checked to me I will bet it everytime regardless of what card comes, cause I will now be betting for value.

Note the reason why I would only call the turn instead of raise is because the board is so uncoordinated, ie.. no draws other then a flush draw picked up on the turn, thus they must have relatively strong hands regardless, even coming from a bad player. If the board was more coodinated on the flop I would tend to 3-bet the turn.
